CONVENTION between Her Majesty and the King of the Netherlands, relative to the Emigration of Labourers from India to the Dutch Colony of Surinam.
Signed at the Hague, September 8, 1870.
[Ratifications exchanged at the Hague,
HER Majesty the King of the Netherlands having requested Her Majesty the Queen of the United Kingdom of Great Britain and Ireland to afford facilities for the immigration of free labourers from the British territories in India into the Dutch Colony of Surinam, and Her Britannic Majesty having acceded to that request, their said Majesties have resolved to conclude a Convention to regulate the recruitment of such labourers in the British territories in India, and for this purpose they have named as their Plenipotentiaries:
Her Majesty the Queen of the United Kingdom of Great Britain and Ireland, the Honourable Edward Alfred John Harris, Vice-Admiral, Companion of the Most Honourable Order of the Bath, Her Britannic Majesty's Envoy Extraordinary and Minister Plenipotentiary to the King of the Netherlands;
And His Majesty the King of the Netherlands, Mr. Theodorus Marinus Roest van Limburg, Grand Officer of the Order of the Oaken Crown of Luxemburg, Knight Grand Cross of the Order of the Red Eagle of Prussia, of the Saints Maurice and Lazarus of Italy, of the Crown of Bavaria, of the Lion of Zähringen of Baden, of the Iron Crown of Austria, of the Polar Star of Sweden, &c., &c., his Minister of Foreign Affairs; and Mr. Engelbertus de Waal, Knight of the Order of the Netherland Lion, his Minister for the Colonies;
Who, after having communicated to each other their respective full powers, found in good and due form, have agreed upon the following Articles :-

ZIJNE Majesteit de Koning der Nederlanden aan Hare Majesteit de Koningin van het Vereenigd Koningrijk van Groot Britannie en Ierland verzocht hebbende de immigratie van vrije werklieden uit de Britsche landen in Indie naar de Nederlandsche kolonie Suriname te bevorderen, en Hare Britsche Majesteit in dat verzoek hebbende bewilligd, hebben gezegde Majesteiten besloten eene overeenkomst aan te gaan ter regeling van de aanwerving van bedoelde werklieden in de Britsche bezittingen in Indie, en hebben zij te dien einde tot Hunne Gevolmagtigden benoemd :

En Zijne Majesteit de Koning der Nederlanden den Heer Theodorus Marinus Roest van Limburg, Groot-Officier der Orde van de Eikenkroon van Luxemburg, Ridder Grootkruis der Orde van den Rooden Adelaar van Pruissen, van de Heiligen Mauritius en Lazarus van Italie, van de Kroon van Beijeren, van den Zähringer Leeuw van Baden, van de Yzeren Kroon van Oostenrijk, van de Poolster van Zweden, enz., enz., Hoogstdeszelfs Minister van Buitenlandsche Zaken; en den Heer Engelbertus de Waal, Ridder der Orde van den Nederlandschen Leeuw, Hoogstdeszelfs Minister van Kolonien;
